This book examines the concern of a variety of interest groups with federal policy toward the railroads, concentrating on the crucial years prior to the enactment of the Transportation Act of 1920. During these years a wide range of interests worked for greater federal participation in railroad affairs-labor leaders and railroad executives, financiers, shippers, and government officials. Businessmen and farmers anticipated using federal regulation of the industry as a means of wielding greater bargaining power in the rate-making process. Railroad management, on the other hand, hoped that government regulation would eliminate the chaotic, unprofitable competition that had formerly beset the industry.From 1910 to 1917, group bargaining focused on the activities and policies of the Interstate Commerce Commission. When World War I broke out the government was forced to take an active role in operating the railroads, and its wartime administration of the railroads was biased in favor of management, much to the chagrin of shippers who, in lobbying for stronger governmental control, had expected that rates would be stabilized and that their interests would be furthered under federal operation.
Rather than evaluating policies, Dr. Kerr describes the political relationships among the men concerned with railroad-government relations and analyzes the political considerations that lie beneath policymaking. He concludes that the postwar system of government regulation of the industry owed its origins to ICC control of the railroads during the Progressive Era. His investigation of this complex chapter in the history of American business involves a variety of sources, including personal manuscript collections, trade association records and publications, and the minutes of Congressional hearings and debates.
