The booklet presents the AAR’s position on governmental aid to the nations transportation infrastructure. In particular that the government consider all facets of any aid including the consequences to those forms of transportation that are not included; namely railroads. The statement was given in 1954 which was during a time of increased federal aid to highway construction and airline transportation, all at the expense of the railroad industry.
