It was Friday morning, March 2,1877. The train had left Columbus, Ohio, the day before, headed for Washington. In the predawn hours, the Congress of the United States had finally determined that the man in the sleeping car, Rutherford B. Hayes, was elected President. He was to take office the next day, March 3. The President-elect took it calmly. He had a reputation for calmness-as colonel of the 23rd Ohio at South Mountain in the Civil War, giving orders despite a shattered arm; as a two-term representative in Congress; as three-time governor of Ohio, his post when the Republican Convention of 1876 nominated him. Now Hayes’s self-control remained firm. Speaking quietly to the little knot of men in the car, he asked them to stop cheering: it would rouse the other passengers. The train clicked on, carrying Hayes to the White House, although he had lost the election in November.Hayes had trailed in the popular vote by a good quarter of a million out of some eight and one third million cast in 38 states. He had quite probably lost the electoral vote as well, though here there was a margin of doubt. Over that margin the nation had been in a wrangle for four months, capped this mad March night when Congress rendered a purely political decision. (A final judicial or historical decision there could never be.) Shadowed by fraud and violence, an end was being made to a crucial election and to the era of Reconstruction.
